During the 2014 session, the City-County Council voted 16-11 in favor of Proposition 195. The proposition was drafted by city Councilors Jeff Miller, John Barth and Zach Adamson and details policies that allow city agencies to create a registry of current landlords and better hold landlords accountable for negligence. The proposition is now in effect, ending a year-long moratorium on landlord accountability policies enacted by the Indiana General Assembly in 2013.
Representative Justin Moed played a key role in organizing community members and city officials for landlord accountability. Indianapolis LISC actively supported this ordinance due to the longstanding challenge urban neighborhoods have faced in holding landlords accountable for substandard conditions in their properties.
Proposition 195 requires:
- mandatory landlord registration with a nominal fee
- out-of-state landlords to have an Indiana-based agent with current contact information
- all rental properties to meet standard housing codes
