About LISC

LISC is a national non-profit intermediary that provides financial and technical assistance to community-based organizations and public entities focused on the redevelopment of urban neighborhoods and rural communities.  The organization works throughout the nation to assist its various partners in the development of affordable multi-family and senior housing, homeownership opportunities, commercial enterprises, community facilities and various community-building programs.

Founded in 1979 by the Ford Foundation, LISC has grown to become the nation’s premier national non-profit intermediary providing holistic support for neighborhood development and working to enhance the overall community development industry.

Overall Responsibility

LISC is seeking a team-oriented individual to help deploy a wide range of strategies and services related to the neighborhood-based workforce development agenda in the Indianapolis LISC office.

Description of Responsibilities including but not limited to

  • Ongoing assessment of the Indianapolis workforce development system pursuant to the role of Indianapolis LISC as the locally contracted “one-stop operator” under the Workforce Innovation and Opportunity Act, identifying capacity needs and strengths in order to provide technical assistance and training tailored to each partner or group of partners.
  • Assist in managing communication and relationships among one-stop partners.
  • Coordinated responses to partners’ capacity needs, including group training created/delivered by internal staff and/or external partners or consultants.
  • Assist with establishing and/or maintaining one-stop partnerships with local neighborhood partners and employers as appropriate.
  • Provide coaching and technical assistance to partner organizations delivering workforce development program services.
  • Participate in writing and reviewing concept papers and progress reports.

Job Requirements

The successful candidate must have a proven record of accomplishment, be highly motivated, highly skilled, quality-minded, and detail-oriented. As part of a small team, the candidate will need to be flexible and adept at multi-tasking and adjusting to changing business requirements.

Required Qualifications

  • Master’s degree preferred plus five years of related work experience in workforce development.
  • Extensive knowledge of federal workforce programs, including the Workforce Innovation and Opportunity Act, the Higher Education Act, TANF and SNAP Employment & Training programs, HUD Family Self-Sufficiency program, and Perkins Career and Technical Education Act.
  • Extensive knowledge of Indiana’s workforce system, including the community college system, WIN Indiana, career pathway programs, one-stop career center certification standards, and local workforce development board plan implementation.
  • Extensive knowledge of non-profit program management and organizational development.
  • Extensive knowledge of the Centers for Working Families model as implemented in Indianapolis, including its history, theory of change, program elements, service provider culture, performance expectations, and promising practices.
  • Outstanding interpersonal and relationship management skills; experience, flexibility and poise working with diverse organizations and individuals of varied racial, ethnic, economic, social and educational backgrounds.
  • Demonstrated ability to think strategically and collaborate with colleagues across functions and geography to design and implement the best strategies for building a stronger workforce development system.
  • Capacity to work on multiple tasks and projects and prioritize a challenging workload while employing a positive and solution-oriented approach.
  • Self-starter with ability to work independently.
  • Excellent writing and verbal communication skills including proficiency in Microsoft Word and Excel.


This position reports to the Deputy Director of the Indianapolis LISC office.
